What happens when police view you as a “criminal” undeserving of any rights?

You get a situation like in King County, Washington, where an unarmed man laying in his bed gets shot 16 times. The man wasn’t even the target of the search, and afterwards (according to a report):

The officers involved were not immediately interviewed, physical evidence was overlooked and moved, and the first responding supervisor, also a union representaive, acted more as an advocate for officers and less as an investigator.

The state Department of Corrections found the shooting justified.
